This $80 million school features an enhanced hurricane protection area (EHPA) in addition to regular school amenities. |

He was responsible for the construction of water distribution and sewage collection systems for the State of Pennsylvania and provided surveying for a major dredging project for the U.S. Army Corps of Engineers.Mr. Allen joined a Florida consulting engineering firm in 1959 and subsequently designed and supervised construction of more than fifty water and sewerage systems throughout Florida. His experience also includes the design of roads, stormwater management systems, solid waste handling systems and gas distribution systems. As a Principal of Allen Engineering, Inc., Mr. Allen has, since 1963, directed the staff and participated in the design and permitting of site improvements for condominiums, shopping centers, hospitals, schools, mobile home communities, subdivisions, industrial complexes, hotels and city and county facilities including parks, recreation complexes, swimming pools and administration buildings. This engineering process ranges from site evaluation and selection to final construction inspection and certification. Because of Mr. Allen’s knowledge and experience in civil and environmental design, permitting and construction, he has developed contractual relationships with several local and state government agencies, along with several major residential developers.
MICHAEL S. ALLEN, P.EVice PresidentPROFESSIONAL REGISTRATION:No. 45798, State of Florida EXPERIENCE:Since joining Allen Engineering full time in 1988, Mr. Allen has specialized in the fields of stormwater management design and environmental permitting. He currently serves as a project engineer while overseeing all stormwater management and drainage designs for Allen Engineering. He is involved in several aspects of civil engineering, including the design of stormwater management systems, conveyance systems, roadways, utilities, land development, and retrofit projects.Mr. Allen has developed a broad knowledge of environmental and stormwater regulations that allows him to design and permit environmentally sound stormwater management systems in a cost effective and timely manner. It is this work that has earned him the respect of his peers at the St. Johns River Water Management District, the Army Corps of Engineers, the Florida Department of Environmental Protection, Brevard County, and many other regulatory agencies. Mr. Allen has provided all roadway, parking, stormwater design and permitting for projects since 1988 and is familiar with existing conditions, documentation, policies and procedures. His experience with projects and permitting agencies would prove to be a valuable asset to any developmental project.
JOSEPH C.BAKER, RSSurvey Field SupervisorREGISTRATION:Professional Land Surveyor EXPERIENCE:Mr. Baker is a registered professional land surveyor in both the State of Florida and Georgia, with expertise in land surveying and mapping, as well as construction surveying and wetlands biology. With close to 40 years experience in surveying, Mr. Baker is the Field Supervisor at Allen Engineering, Inc. He is responsible for the coordination, scheduling and quality control for multiple survey crews.Mr. Baker's experience includes retracing original surveys, corner restorations and corner reports as well as topographic and hydrographic surveys. He was also responsible for a survey using GPS for a 25,000 acre site including 8 miles of I-95 right of way determination. Mr. Baker has extensive experience in route surveys, including highway, railroad and utility corridors. He has extensive experience in construction layout including the recently completed fuel storage facility at Port Canaveral. Mr. Baker is an experienced survey programmer and has developed several surveying software programs. His programs are used by Allen Engineering and many other private companies and government agencies. DAVID A.LAVENDER, P.E., LEED APLand Development EngineerREGISTRATIONS:Professional Engineer EXPERIENCE:Mr. Lavender has been involved in the design of a wide variety of both public and private land development projects. During his over seven years of experience, Mr. Lavender has been responsible for stormwater management design and permitting, site design and layout, utility design, roadway design, and the production of construction drawings, specifications, and cost estimates. He has worked extensively on both new development and re-development plans and is knowledgeable of the permitting process and coordination required with governmental agencies.In December 2003, Mr. Lavender joined Allen Engineering, Inc. from another civil engineering consultant firm in Orlando. He has worked on numerous projects for cities, counties, and private developers. He has provided technical reviews for site plan approval applications, and he has also designed sites to meet specific local codes, including condominiums, schools, commercial development, and subdivisions. Mr. Lavender is proficient at AutoCAD and various stormwater modeling software and specializes in stormwater management where his experiences range from small 2 acre parcels to 700 acre subdivisions. He has provided designs on several unique projects where floodplains and environmental sensitive areas required special considerations, and has completed numerous design projects for Patrick AFB and Cape Canaveral AFS, including military housing privatization at both Patrick AFB and Moody AFB. He has also provided civil site design and permitting for a new Fuel Storage Terminal at Port Canaveral and design and permitting for a replacement water transmission main to Cape Canaveral AFS. Mr. Lavender has strived to provide clients with an accurate and cost effective design to meet the customer’s time schedule. He has been responsible for agency meetings and client contact, and works well with a team of professional engineers, being successful at keeping projects under budget and completed on time. ROBERT M. SALMON, RSChief SurveyorPROFESSIONAL REGISTRATION:Professional Land Surveyor State of Florida, No. 4262 EXPERIENCE:As Director of Surveying Services at Allen Engineering, Inc. for more than 32 years, Mr. Salmon is responsible for daily operation and scheduling of surveying department staff and workloads. His responsibilities include employee education and training, accuracy of work performed, work scheduling, coordination with local and state agencies, and personnel selection.Before becoming the Director in 1986, Mr. Salmon was chief draftsman/computer technician. His responsibilities included evaluating the accuracy of survey computations, managing the survey computer system, overseeing the drafting staff, and coordinating the field-to-office performance of survey projects. He has also worked as crew chief/instrument man/rodman, performing general operations which include right-of-way control, engineering surveys, construction layout, topographic work, aerial control, hydrographic surveys, and boundary surveys. Among his major accomplishments are the direction of surveying for a 33,000 acre State recreational area; Boundary Survey of 14,000 acre land acquisition by Federal, State and Local agencies; Bathometric Surveys for the City of Miami, Town of Gulf Port and Canaveral Port Authority; and a Control Survey of 40,000 acre property developed as the town of Viera. ROGER SEVIGNYProject DirectorPROFESSIONAL REGISTRATION:Licensed Construction Supervision No. 021305, State of Massachusetts EXPERIENCE:Mr. Sevigny has been a member and golf chair of the Society of American Military Engineers for 10 years, and has received both their Presidential and Vice Presidential Awards.During his 45 years of experience in the construction field, Mr. Sevigny has been responsible for soliciting bids, selecting and supervising contractors, inspecting work, approving draw requests and preparing punch lists for new construction and renovations of existing projects. Mr. Sevigny has provided project coordination services for Allen Engineering, Inc. on projects over the past 21 years and has been responsible for maintaining project budgets and completion schedules. His background in construction and business provides a unique perspective in maintaining project efficiencies and accountability. Mr. Sevigny’s vast experience in working in different environments and in remote areas, gives Allen Engineering the maturity and experience needed to deal with any situations on any type of design, permitting or construction projects for any government entity. GEORGE SIEBERNEngineerEXPERIENCE:For more than forty-three years, Mr. Siebern has been associated with major construction projects in New York, New Jersey and Florida. His responsibilities have included engineering design, cost estimating, preparation of engineering specifications and construction drawings, solicitation of bids, contract negotiation, construction inspection and construction management. One of the most unusual projects he has been involved with over his distinguished career was the design and construction management of prefabricated buildings designed for use in the Antarctic. He has been involved in the design and engineering of roads, paving, sewage and water treatment facilities, water distribution systems and sewage collection systems. In addition, he has designed over two hundred commercial and municipal swimming pools and has been Project Engineer for the repair and refurbishing of major pools. Mr. Siebern’s current responsibility at Allen Engineering is serving as the Consulting city Engineer of Indian Harbour Beach, a position that he has held for many years. |
